My Lords, it is quite unnecessary for me to trouble your Lordships with any description of this Bill. It has been carried without opposition through your Lordships' House in two succeeding sessions, but stress of work in the other House prevented its becoming law. The only difference between this Bill and the one which I had the honour of introducing in previous sessions is that this Bill has been shorn of one clause which it was found possible to effect by Order in Council. If any explanation of the Bill is desired I shall be pleased to give it.
