THE UNDER-SECRETARY OF STATE FOE WAR (The Earl of DONOUGHMORE)

My Lords, except for a small, and, I can assure your Lordships, purely drafting Amendment in Clause 3, this Bill is exactly the same Bill that your Lordships passed through all its stages last year. On the Second Reading last session, I explained the Bill at some length, and I do not therefore think it necessary to inflict another speech upon you on the subject. I beg to move that the Bill be read a second time.
