My Lords, the Army Annual Bill is the same Bill as that which was passed by your Lordships last year, and I beg to move that it be read a second time.

Before the Bill is read a second time I should like to ask the noble Earl the Under-Secretary whether the conditions for flogging in military prisons are the same as in civil prisons.

THE EARL OF DONOUGHMORE

I understand that the regulations are exactly the same. It is certainly the impression in my mind that the conditions in military prisons as to flogging are the same as in other prisons.
