Why is it proposed to negative the Standing Committee?

My Lords, I think it reasonable that the Standing Committee should be negatived because this partakes largely of the nature of a private Bill. It has been before me in the ordinary procedure, and I think it more appropriate that it should not go to the Standing Committee.
