§ THE SECRETARY FOR SCOTLAND(Lord BALFOUR Of BURLEIGH)In answer to the noble Earl's Question I have to inform him and the House that I have fulfilled my pledge and have consulted the President of the Local Government Board on the subject. My colleague is quite willing that the Bill should originate in this House, and will endeavour to have it presented on as early a day as possible after the Whitsuntide recess.
