My Lords, in asking your Lordships to assent to the Third Reading of this Bill, which I know is a formal matter, I hope I may be allowed to say that nearly three years have elapsed since I was asked by Lord Salisbury, then at the head of the Government, to represent the Board of Agriculture in this House. Within the last few days my noble friend Lord Onslow has been appointed to the position of President of that Board, and this will, of course, relieve me of the duty and pleasure of looking after the interests of the Department in your Lordships' House. I wish in saying these few words, to offer my warmest congratulations to my noble friend on his appointment.
