My Lords, this is one of those Bills which your Lordships are asked from time to time to pass. Its object is to clear the Statute-book of enactments which have ceased to be in force otherwise than by express specific repeal by Parliament, or have, by lapse of time or otherwise, become unnecessary. I beg to move that it be read a second time.
