Order of the day for the Second Reading read.

My Lords, I explained the provisions of this Bill in presenting it to your Lordships the other day. I have had no communication which leads me to think that there will be any opposition to it at this stage, and therefore I do not think I have anything more to add to the explanation I gave on the occasion of the First Reading. There will be one or two small points to be dealt with in Committee. I propose to postpone the Committee Stage till 30th April, and I hope those in Scotland who are interested in the Bill and desire any Amendment will accept that as ample notice, and that I shall not be asked to postpone the Committee Stage to a later date.
