§ THE EARL OF DENBIGHMy Lords, the main object of this Bill is to enable the funds at the disposal of the Intermediate Education Board to be expended for the purpose of carrying out the recommendations contained in the Report of the Intermediate Education Commission. It is considered that these funds could not be expended for the purpose of carrying out some of these recommendations without legislation, inasmuch as they are not clearly within the provisions of the Intermediate Education Act of 1878. Clause 2 gives power to appoint inspectors. Clause 3 gives power to grant superannuation allowances to the officers of the Board; and Clause 4 provides that the board shall consist of twelve instead of seven members.
