I beg to move amendment No. 31, in page 2, line 4 [Clause 2], leave out 'by a directly applicable Community provision' and insert 'because of a directly applicable Community provision or an international agreement'.

With this it will be convenient to discuss Government amendments Nos. 32, 46 to 48, 50 and 53 to 55.
