Queen's recommendation having been signified

Resolved,

That, for the purposes of any Act of the present Session relating to finance ("the Act"), it is expedient to authorise—

  1. (a) the payment out of money provided by Parliament of sums payable by the Secretary of State by virtue of any provisions of the Act relating to vehicle excise and registration;
  2. (b) any increase, attributable to any provisions of the Act relating to Schedule 20 to the Finance Act 2000, in the sums deducted from the gross revenues of the department of the Commissioners of Inland Revenue for the purpose of the payment of R&D tax credits;
  3. (c) the deduction of sums from those gross revenues for the purpose of the payment of tax credits in respect of research and development expenditure relating to vaccines or medicines;
  4. (d) the payment out of money provided by Parliament of any expenses of a relevant Minister within the meaning of section 6 of the European Communities Act 1972 resulting from any provisions of the Act relating to the recovery of amounts due in respect of agricultural levies of the European Community;
  5. (e) the payment out of money provided by Parliament of sums required by a Minister of the Crown or government department for preparing for the introduction of lorry road-user charge;
  6. (f) the payment out of the National Loans Fund with recourse to the Consolidated Fund of any expenses of the Treasury attributable to any provision of the Act relating to the administration of Government securities;
  7. (g) any increase in the sums paid out of the National Loans Fund or the Consolidated Fund in accordance with section 16(9) of the National Loans Act 1968.
Bill ordered to be brought in upon the foregoing resolutions: And that the Chairman of Ways and Means, Mr. Chancellor of the Exchequer, Mr. Secretary Prescott, Mr. Secretary Blunkett, Mr. Secretary Darling, Mr. Secretary Byers, Mr. Secretary Milburn, Ms Secretary Hewitt, Mr. Andrew Smith, Dawn Primarolo, Ruth Kelly and Mr. Paul Boateng do prepare and bring it in.
