Motion made, and Question proposed,

  1. (1) That it is expedient to amend the law with respect to the National Debt and the public revenue and to make further provision in connection with finance.
  2. (2) Subject to paragraph (3) below, this Resolution does not extend to the making of any amendment with respect to value added tax so as to provide—
    1. (a) for zero-rating or exempting a supply, acquisition or importation;
    2. (b) for refunding an amount of tax;
    3. (c) for any relief, other than a relief that—
      1. (i) so far as it is applicable to goods, applies to goods of every description, and
      2. (ii) so far as it is applicable to services, applies to services of every description.
  3. (3) Paragraph (2) above does not exclude the making of amendments with respect to value added tax providing for relief on the acquisition from another member State of any goods in relation to which, if they were imported from a place outside the member States, relief would be given by an order under section 37 of the Value Added Tax Act 1994.—[Mr. Gordon Brown.]
