This motion is obviously of considerable importance. The Government insist on bringing it forward, but they will not allow it proper time for debate, which is regrettable. I hope that, at some stage, the House will have an opportunity fully to explore the implications of the motion in its present form and, indeed, the amendment in my name. There are implications—of that there can be no doubt—and I hope that we shall have an opportunity fully to return to them.
