No. 3, in page 9, line 26, at end insert—

'; and (b) is not an exempt person.

(2A) The Secretary of State may by regulations provide for—

  1. (a) activities of a prescribed description to be treated for the purposes of this Part as not being activities which consist in selling registration plates;
  2. (b) persons of a prescribed description to be exempt persons for the purposes of this Part.'. —[Mr. Pope.]
