§ Mr. SpeakerBefore I call the first question to the Prime Minister, I wish to make a short statement. Questions to the Prime Minister should be brief. Long introductory statements cut down the time for proper scrutiny of Government. Questions should concern matters for which the Government are responsible. Those which relate to Opposition policies or to the activities of local authorities are inappropriate. I hope that brief questions will be followed by brief answers. Finally, I appeal to the House for much less noise. That will help me to keep the exchanges in better order.
