Motion made, and Question, That, pursuant to section 5 of the Provisional Collection of Taxes Act 1968, provisional statutory effect shall be given to the following motions:—

  1. (a) Sparkling wine, made-wine and cider (rates of duty) (motion No. 3);
  2. (b) Hydrocarbon oil (rates of duties and rebates) (motion No. 8);
  3. (c) Hydrocarbon oil (ultra low sulphur diesel) (motion No. 9);
  4. (d) Hydrocarbon oil (mixing of heavy oil) (motion No. 10);

I now call the Chancellor of the Exchequer to move the motion entitled "Amendment of the law". It is on that motion that the debate will take place today and on succeeding days. The remaining motions will not be put until the end of the Budget debate next week, and they will then be decided without debate.
