Amendment made: No. 50, in page 34, line 32, at end insert— '() Provision may be made for transferring to a United Kingdom authority, with effect from the appointed day, any functions which—

  1. (a) immediately before that day are exercisable by an existing Northern Ireland authority; and
  2. (b) appear to Her Majesty to be concerned with a matter which is an excepted matter by virtue of paragraph 9A of Schedule 2.'.—[Mr. Ingram.]
