When she last met her colleagues from other member states of the European Union, to discuss the provision of funding for human and civil rights programmes in the former Republic of Yugoslavia. [62746]

The Parliamentary Under-Secretary of State for International Development (Mr. George Foulkes)

The Secretary of State regularly meets her colleagues to discuss this and other matters. In the former Republic of Yugoslavia we are, both directly and through the European Union, supporting work in human rights, helping to develop independent media, promoting peace and supporting the right of refugees to return home.

Dr. Godman

I am grateful for that answer. My hon. Friend will surely agree that a concern for human and civil rights should inform and influence all decisions on aid. Does he agree that, if the benighted region of Kosovo is ever to be given autonomy, the civil and human rights of the minority community will have to be honoured?

Mr. Foulkes

I understand what my hon. Friend says. In Kosovo, we are funding the UNHCR so that it can open an office in Pristina and we are also helping the Red Cross to deal with the victims of the conflict. I hope that he agrees that that is a good contribution from our Department.
