The petition is signed by 12,000 electors who live in the area served by North West Water, and arises out of their concern about the health and safety aspects of the company's plans to introduce prepayment devices that cut off households' water supply when the money runs out. The Petitioners therefore request that the House of Commons render prepayment water devices illegal as a means of payment for water and sewerage services for low income families.
