HC Deb 15 July 1997 vol 298 c188
10. Mr. Greenway

To ask the Secretary of State for Scotland what representations he has received on the future of the formula used to calculate the Scottish block grant. [6701]

Mr. Dewar

People express a range of views to me about how public spending in Scotland should be financed.

Mr. Greenway

From what the right hon. Gentleman has told the House this afternoon, can we take it that he intends to build a new Parliament building for Scotland? If so, can we have a categorical assurance now—there is no need to wait for a White Paper—that it will be paid for out of the Scottish block grant, not by taxpayers in England?

Mr. Dewar

The hon. Gentleman wants details but, yes, there will be expenditure on a new Parliament building, whether on the refurbishment of the Royal high school or on a new site. Obviously that is an integral part of our proposals, and I hope that the hon. Gentleman will welcome the new Parliament when it comes.
