Amendment made: No. 25, in page 21, line 22, leave out from beginning to 'order' in line 23 and insert—' '(4) Subsection (4A) applies to—

  1. (a) the first regulations made under section 10;
  2. (b) any order made under section 18(5);
  3. (c) the first regulations made under section 24.
