On a point of order, Mr. Deputy Speaker. I should just like to register the fact that I think it unfortunate that a Minister would not answer a question politely put to him at 9.25 pm, when we were not exactly short of time. I can well understand it when Ministers are winding up and have a great deal to say in a short time; they may not wish to give way in those circumstances. But what happened this evening was, I repeat, somewhat unfortunate.

The hon. Gentleman has been in the House for many years, so he knows that the Minister is responsible for his own speech. I was very tolerant with the hon. Gentleman while he was speaking, even though he strayed rather far outside the narrow motion under discussion.
