Member for Bolsover (Mr. Skinner) that the Budget contains extremely serious proposals to help small businesses, to cut unemployment and to produce all the real improvements in the economy that the people of this country want.
I have already announced measures to encourage savings into unquoted companies. There are two further measures I would like to announce today.
