On a point of order, Madam Speaker. There are occasions when one regrets that the ten-minute Bill procedure does not have a fast track to fruition, and this is one of them. In the presence of the Chairman of the Procedure Committee, may I suggest that some thought should be given to finding a way to dispatch ten-minute Bills through the House? I listened carefully to the right hon. Member for Worthing (Sir T. Higgins), who has struck a chord with many of us in saying that the way in which public inquiries are carried out is a scandal. Those of us who went through the Orkney scandal believe that the procedure is outrageous.
