On a point of order, Madam Speaker. There is to be an important statement by the Secretary of State for Northern Ireland after Question Time. I do not know why the papers relevant to that statement are embargoed until after the Secretary of State gets to his feet. The effect is that hon. Members will not have the documentation available. Surely the House should be entitled to the documentation upon which the Secretary of State will expand. I have been informed by the Library and by the Vote Office that they cannot give any of the documents out until 3.30, at which time hon. Members will be in the Chamber listening to what is being said.

The hon. Gentleman will appreciate that that is normal procedure. It is of course at the discretion of the Minister concerned whether he allows the documentation to be released before he makes a statement or when he rises. In most cases, the documents are released when the Minister rises. There is nothing untoward about today's statement in that respect.
