44. In this Part— the three year transitional period" means the period beginning with the passing of this Act and ending with the third anniversary of the opening of the register; the four year transitional period" means the period beginning with the passing of this Act and ending with the fourth anniversary of the opening of the register; and the five year transitional period" means the period beginning with the passing of this Act and ending with the fifth anniversary of the opening of the register.
