§ '(2A) Where subsection (2) above applies, no order shall be made under subsection (I) above unless the Ministers have consulted on a proposal to bring the Potato Marketing Scheme to an end with such persons appearing to them to he representative of the interests of producers, purchasers, retailers and consumers of potatoes as they consider appropriate.'.—[Sir P.
