Further to my hon. Friend's point of order, Mr. Deputy Speaker. If the Government Whip, the hon. Member for Harrow, West (Mr. Hughes), for example, had any interest in the Secret Societies (Déclaration) Bill—I do not suggest that he does—would he not be obliged to declare that interest to the House? Can you rule on that point?
