I am pleased to present, on behalf of myself and my hon. Friends the Members for Lewisham, Deptford (Ms. Ruddock) and Lewisham, East (Mrs. Prentice), a petition calling upon this House to introduce new legislation to replace the ineffective enforcement procedures currently operative in England and Wales with regard to noise pollution and nuisance. The petition is from about 4,000 residents of the London borough of Lewisham and beyond, and it states:

Wherefore your Petitioners pray that your honourable House introduce new legislation to establish a new offence of night noise nuisance, accompanied by a minimum fine of £500 for noise nuisance occurring between the hours 9 pm and 7 am, and institute a full review of the practical issues of noise law enforcement, involving local authority environmental health officers and police officers directly involved in noise abatement work and members of groups representing the victims of noise pollution. And your Petitioners, as in duty bound, will ever pray.
