I beg to move, That this House notes the 173 per cent. real increase in public spending on benefits for long-term sick and disabled people since 1979; welcomes the extra help made available this year to 300,000 disabled people nationally, many of whom live in the North West; recognises the importance of the promotion by the Government of greater access to new buildings both in the North West of England and nationally, and recognises the need to continue to build a partnership between Government, business and the voluntary sector to improve further the quality of life of disabled people. I do not want to take up any more of the House's time. I am well aware of the dangers of so doing, given the fact that a similar Bill was talked out last time—[HON. MEMBERS: "Sit down then."] That should not be allowed to happen again.
