I note that the Minister of State, Foreign and Commonwealth Office, the right hon. and learned Member for Grantham (Mr. Hogg) is present, and he is always willing to be obliging. If I were to initiate as debate on Lord Justice Scott's terms of reference, perhaps he could answer it. Do I take it that that is in order?
