2.—(1) The proceedings on Second Reading, in Committee and on consideration and Third Reading of the Social Security (Contributions) Bill shall be completed at the sitting on 16th December. (2) The proceedings on Second Reading shall be brought to a conclusion three hours after their commencement, and the proceedings in Committee and on consideration and Third Reading shall be brought to a conclusion six hours after the commencement of proceedings on Second Reading. (3) When the Bill has been read a second time it shall notwithstanding the provisions of Standing Order No. 61 (Committal of Bills), stand committed to a Committee of the whole House without any question being put and the Speaker shall forthwith leave the chair whether or not notice of an Instruction has been given. (4) On the conclusion of the proceedings in Committee the Chairman shall report the Bill to the House without putting any Question and, if he reports the Bill with amendments the House shall proceed to consider the Bill as amended without any Question being put. (5) No Motion shall be made to alter the order in which proceedings in Committee or on consideration of the Bill are taken.
