§ Mr. Elfyn Llwyd accordingly presented a Bill to enable water companies to vary charges in order to assist retired, disabled and unemployed people, those on low incomes and those in full-time education, and to allow an abated charge for single-person households; to amend the Social Security Act 1986 to permit payments made to certain persons in respect of charges levied on them by water companies to be income-related benefits; and for connected purposes: And the same was read the First time, and ordered to be read a Second time upon 22 January 1993 and to be printed.
