§ That this House takes note of European Community Document No. 4717/91 and the supplementary explanatory 1267 memorandum submitted by the Department of the Environment on 20th June 1991, relating to an environmental labelling scheme; endorses the Government's support for a voluntary scheme which would award labels on the basis of a cradle to grave assessment of products and set high standards of environmental protection; and supports the Governments's view that the scheme should be neither highly centralised nor complex to administer.—[Mr. Sackville.]
