I beg to move amendment No. 22, in page 8, line 4, at end insert— '"the Commissioners" means the Commissioners of Customs and Excise;'. This technical amendment removes any possible uncertainty, and it is one about which I have written to the hon. Member for Newcastle upon Tyne, East (Mr. Brown). It defines the commissioners mentioned in the two freestanding provisions as the Commissioners of Customs and Excise". No difficulties arise in respect of the clause's other references to the commissioners, because a definition is already provided for in the legislation being amended.
