To ask the Secretary of State for Northern Ireland whether he has received any requests for grant for the construction of a chemical plant in Northern Ireland.

Mr. Needham

I have not received any such request within the last two financial years.

Mr. Ross

Does that mean that the Minister does not know whether any further chemical plants will be coming to Northern Ireland? Given that the existing chemical plants hope to reduce the amount of toxic waste that they incinerate before the end of the century, where on earth does the Minister expect sufficient waste requiring incineration to arise that will require an incinerator on the island of Ireland and how does he expect the incinerator planned for the Maydown site to be economically viable if toxic waste decreases by 70 per cent?

Mr. Needham

As I have said to the hon. Gentleman, the question of the amount of waste on the island of Ireland and whether we should have an incinerator will be discussed if and when an application for such an incinerator is made. We cannot tell others that we should always be able to export our waste to them if, at the same time, we are not prepared to receive imports from others.
