Friend advise the House whether the amendment was one of the recommendations of the North committee and, whether or not it was, will he take this opportunity to place on the record what was said earlier in the Bill's passage—that many of those who gave advice to the Government should be pleased with the progress that has been made because their detailed work has been the foundation of much of part I? That fact should be recorded as we approach the end of our deliberations on the Lords amendments.
