Motion made, and Question put forthwith, pursuant to Standing Order No. 102(9) (European Standing Committees), That this House takes note of European Community Document No. 6701/90, relating to emissions of gaseous pollutants from diesel engines for use in motor vehicles over 3.5 tonnes; supports the Government in its efforts to secure an agreement on emissions from motor vehicles, taking into account the environmental benefits, the cost to vehicles operators and the need to set a stable standard for industry; supports in particular Her Majesty's Government's endeavours to delay the 1992 date as industrially impracticable; and in this connection expresses concern that the Commission has proposed that the Directive be based on Article 100A, rather than the more relevant Environment Article which is subject to unanimity.—[Mr. Nicholas Baker.]
