§ Mr. Menzies Campbell, supported by Mr. Paddy Ashdown, Sir Russell Johnston, Sir David Steel, Mr. James Wallace, Mr. Malcolm Bruce, Mrs. Ray Michie, Mr. Robert Maclennan, Mr. Charles Kennedy, Mr. Nichol Stephen, Mr. Richard Livsey and Mr. Archy Kirkwood, presented a Bill to establish and entrench a Scottish Parliament elected by a system of proportional representation, with revenue-raising powers, to assume legislative authority on all matters of public policy relating to Scotland, under reservation of matters relating to defence, international and macro-economic affairs which shall remain the preserve of the United Kingdom Parliament; to provide for changes in the constitution and functions of certain public bodies; and for connected purposes: And the same was read the First time; and ordered to be read a Second time upon Friday 7 February 1992 and to be printed.
