§ The Parliamentary Under-Secretary of State for the Environment (Mr. Robert Key)I beg to move, That a further sum, not exceeding £4,834,497,000, and including a Supplementary Sum of £4,013,497,000, be granted to Her Majesty out of the Consolidated Fund to defray the charges that will come in course of payment during the year ending on 31st March 1992 for expenditure by the Department of the Environment on grants to local authorities in respect of the community charge and certain related administrative expenses; on rate rebate grants; on emergency financial assistance to local authorities; and on repayments of excess contributions made by local authorities and other bodies in respect of non-domestic rates in 1990–91.
