This is an anti-poll tax petition. It is the tip of the iceberg and has been organised by the London Anti-Poll Tax Campaign with which I have been associated for some time, including addressing a meeting in your constituency, Mr. Speaker.The petition reads: To the Honourable the Commons of the United Kingdom of Great Britain and Northern Ireland in Parliament assembled. The Humble Petition of the People of London sheweth that legislation to introduce a poll tax will place an unbearable financial burden upon your petitioners, subsidise wealthy people at the direct expense of others, create fear and despondency amongst those who cannot pay, disfranchise many who will be frightened to claim their right to vote, attack the civil liberties of your petitioners by opening up areas of sensitive and private information for the Poll Tax Registrar, destroy the democratic freedom of your petitioners to elect local councillors who can act with a degree of independence from the power of the central state. Wherefore your petitioners pray that your Honourable House will take measures to hold a national referendum on the Poll Tax legislation. And your petitioners, as in duty bound, will ever pray etc. This is the worst taxation system that has ever been introduced—
