Friend the Member for Newham, North-West (Mr. Banks) has introduced has received a unanimous First Reading and that not a single voice was raised in opposition to it, may we suspend the normal procedures and practice of the House and immediately proceed to Second Reading, Third Reading, and all stages to ensure that it is passed this afternoon?
