9. Mr. Doran

To ask the Secretary of State for Education and Science what plans he has for the administration of the student loans scheme; and if he will make a statement.

Mr. MacGregor

The Student Loans Company Limited will be responsible for the administration of the scheme. As recent announcements demonstrate, preparatory work is well in hand.

Mr. Doran

I understand that the scheme is to operate commercially. Has the Secretary of State any plans at this stage to privatise the loans company, and as part of its commercial operations will it allow the sale of lists of student addresses and names and the debts of students?

Mr. MacGregor

The answer to the second part of the hon. Gentleman's question is no. We are still setting up the company. It must be commercial in the sense that we shall have to pay commercial rates for the staff with the kind of expertise we want. It is being set up as a private company and that is how we intend to run it.

Mr. Mans

Will my right hon. Friend consider discussing with the Open university the possibility of extending the student loans scheme to Open university students? During those discussions, will he take the opportunity of congratulating the Open university on the first 20 years of its existence and the graduation of its 100,000th graduate?

Mr. MacGregor

We have no plans to extend the loans scheme beyond where it is. I am happy to tell my hon. Friend that I did indeed congratulate the Open university this morning, when I presented the 100,000th graduate with her certificate. There is no doubt that from many points of view the Open university has been a great success and one which the United Kingdom has been pioneering.
