To ask the Minister of Agriculture, Fisheries and Food what is his Department's policy on the fourth criterion in veterinary product licensing.

Mr. Gummer

Public and animal health are well protected by our licensing system based on a rigorous scientific scrutiny of safety, quality and efficacy. There is no other criterion of equal value and objectivity, and to suggest otherwise is misleading.

Mr. Jones

Will the Minister explain to the House why his Department's policy seems to have changed since his predecessor said in March 1989 at the Hannah research institute that he would consider evidence of the need for bovine somatotropin?

Mr. Gummer

The question is about the fourth criterion. There is no fourth criterion of equal validity. The suggested criterion is merely the assumptions of various individuals' prejudices. That is not objective.
