9. Nothing in this Order—

  1. (a) prevents any proceedings to which it applies from being taken or completed earlier than is required by the Order; or
  2. (b) prevents any business (whether on the Bill in question or not) from being proceeded with after the completion of all such proceedings on that Bill.
