I beg leave to present a petition on behalf of 800 people in Perry Barr, Birmingham and Greater Birmingham, who make the material allegation that broadcasters in this country are not providing complete access to television—for example, by means of subtitles and a sign language. They pray that this honourable House will ensure that any legislation placing an obligation on television channel operators will be such that they have to make their programmes more accessible to deaf people by using Teletext subtitles, sign language and other means and reach complete coverage by a specific given date. They pray that this House will carry that wish into legislation.
