Resolved, That in the Pesticides (Fees and Enforcement) Bill it is expedient to include provision—

(1) authorising either of the Ministers to require payments by such persons has he considers appropriate in respect—

  1. (a) of the balance not covered by fees of the cost of handling and evaluating applications for approval of pesticides under Part III of the 1985 Act;
  2. (b) of the collection of information under section 16(11) of that Act and the processing of information supplied under subsection; and
  3. (c) of monitoring the effect of the use of pesticides in the United Kingdom; and

(2) authorising the payment into the Consolidated Fund of any increase attributable to the provision of the Bill substituting a new section for section 18 of the 1985 Act in the sums falling to be paid into that Fund under section 23(3) of that Act; and in this Resolution— the 1985 Act" means the Food and Environment Protection Act 1985; fees" means fees paid by applicants for the approval of pesticides under Part III of the 1985 Act on making their applications, as a contribution to the cost of handling and evaluating them; and the Ministers" and "pesticides" have the same meanings as in the 1985 Act.—[Mr. John M.
