As tickets for the West German national lottery are now circulating in Britain, is it not time to consider the setting up of a national lottery here so that the proceeds of such a lottery can benefit the British people?

As my hon. Friend knows, that question comes up from time to time, but we have never set up a national lottery. People want a national lottery for many different reasons, but I would be slow to consider setting one up because enough money already goes to gambling of one sort or another and such a lottery would be damaging for a number of local fund-raising occasions which are far more profitable.
