To ask the Secretary of State for Foreign and Commonwealth Affairs what development assistance Her Majesty's Government have offered to Burundi following the widespread killings there in October.

We have provided through Oxfam £65,000 for Burundian refugees in Rwanda.

Sir Russell Johnston

Is there stability now and have the massacres ceased? Has any more development assistance been offered within the country since the European Community provided about 650 million ecu in August?

Mr. Patten

There has not been any additional European assistance beyond the European Community's contribution, to which we contributed about £115,000. We are substantial contributors to the UNHCR's programmes in Africa as a whole, spending about £13.6 million on its African programmes last year. The hon. Gentleman will know that we do not have a permanent diplomatic mission in Burundi, but we believe that the situation is calm at present and that the majority of refugees have returned. We welcome the recent steps to increase Hutu representation in the Cabinet. We hope that the president will introduce Hutu officers into the ruling military committee for national salvation.
