Resolved, That it is expedient to amend the law with respect to the National Debt and the public revenue and to make further provision in connection with finance; but this Resolution does not extend to the making of any amendment with respect to value added tax so as to provide—

  1. (a) for zero-rating or exempting any supply;
  2. (b) for refunding any amount of tax;
  3. (c) for varying the rate of that tax otherwise than in relation to all supplies and importations; or
  4. (d) for relief other than relief applying to goods of whatever description or services of whatever description.

I am now required under Standing Order No. 50(3) to put successively, without further debate, the Question on each of the Ways and Means motions Nos. 2 to 49 and on the Motions for procedure and the Finance (No. 2) Bill [Money], on all of which the Bill is to be brought in. Instead of reading out each motion, I propose to follow the procedure used in recent years, that is to say, I shall read first the title of the motion and then simply put the Question that the motion be agreed to.
